The Mayor, Chief Administrative Officer, Clerk, Deputy Clerk, and IT personnel were present in Council Chambers to participate electronically.


Mayor Bondy calls the meeting to order at 6:00 PM.

Mayor Bondy reads out the Land Acknowledgement Statement.

    That the minutes of the Regular Meeting of Council held September 14, 2021 be adopted as presented.

Mayor Bondy says that on September 17, 2021, the Town of LaSalle held the official swearing-in ceremony of LaSalle Chief of Police, Duncan Davies.  Mayor Bondy states that the administration of the oaths of office were led by the Honourable Justice Maria Carroccia from the Ontario Superior Court of Justice. Mayor Bondy says that it was an honour to be a part of the ceremony, wishes Chief Davies well in this role, and encourages anyone wishing to watch the ceremony to visit the Town’s YouTube Channel.

Mayor Bondy speaks to the latest announcement from the Windsor Essex County Health Unit and says the procedures are changing for patrons entering the Vollmer Complex. Mayor Bondy says that Council and Administration understand that it can be confusing and ask for the public's patience at this time. Mayor Bondy advises that as of Friday, October 1, each person, aged 12 years and older who attends the indoor area of the Vollmer Complex must provide identification and proof of being fully vaccinated against COVID-19 or a valid medical exemption. Mayor Bondy adds that cooperation is appreciated as the Town strives to keep family and friends safe.

Mayor Bondy thanks all of the vendors and patrons who supported the LaSalle Night Market over the last few months and looks forward to continuing the Night Markets in 2022.

    That draft By-law 8613 being a By-Law to authorize the acquisition of certain lands for a second fire station development within the Town of LaSalle, be deferred to a future Meeting of Council.

Gudrin Beggs, Agent/Planner with Amico Properties Inc. appears before Council to present the proposal for Huron Acres Subdivision, the proposed subdivision plan, and to answer any questions.

No public comments were received at the meeting.

    That the report of the Supervisor of Planning & Development Services of LaSalle dated August 27, 2021 (DS-33-2021) regarding Vel Developments - Huron Acres Subdivision be Approved and that Council recommend to the County of Essex’s Manager of Planning Services, that they grant draft approval to a Draft plan of Subdivision (as per Figure 4) for the subject lands, and that the County of Essex be requested to attach the following conditions to the subject draft plan of subdivision approval:

    1. that the required storm water management plan be prepared by the Applicant and approved by the Town Engineer and ERCA Staff;
    2. that all identified road allowances be conveyed to the Town;
    3. that a subdivision agreement be entered into with the Town to ensure that all required municipal infrastructure and services are designed and built by the Applicant to the satisfaction of the Town, and that all required financial contributions be made and/or secured to the Town, including all required letters of credit, cash securities and insurances;
    4. that Block 11 be dedicated for storm water management purposes;
    5. that Block 16 be conveyed to the Town for pedestrian access and the installation and maintenance of underground municipal services;
    6. that Block 17 & 18 be conveyed to the Town as one-foot reserves.

    Once the County of Essex has granted draft approval to the Applicant’s Draft Plan of Subdivision:

    1. that the required subdivision agreement be prepared and executed to Council’s satisfaction;
    2. that the required zoning by-law amendment, rezoning the subject lands in accordance with the corresponding land uses recommended in this Staff Report, be prepared by Town Staff and brought to Council for adoption purposes.

Clerk's Note: Draft By-law 8613 was deferred on a Council motion during the Mayors Comments. Delegates in attendance will notified before draft By-law 8613 is brought back to Council for consideration.

Kevin Welker, representative from Stantec Consulting appears before Council to present the Malden Road Transportation, Public Safety, and Urban Design Improvements - Class EA Addendum.

Mario Iatonna, President of Iatonna Management Inc., appears jointly with client and resident, Tony Puzzuoli in opposition to the Malden Road EA Addendum, and cites miscommunication between Administration, Council, varying ministries, and his client. Tony Puzzuoli appears before Council in opposition to the Malden Road EA Addendum as it relates to the Bouffard Road Realignment.

Leah Wlodarek, resident, appears before Council in opposition to concerns about the realignment and how it will improve the current heavy traffic flow and capacity of the road. Leah Wlodarek further cites concerns regarding the public notice concerning the project.

    That the report of the Deputy Chief Administrative Officer dated September 6, 2021 (PW-27-2021) regarding the Malden Road Environmental Assessment Addendum be received and that Council approve in principle the EA Addendum Report and issuance of the Notice of Study Completion.

Deputy Mayor Meloche applauds the students and youth working in the Town and thanks the staff at the Vollmer Culture and Recreation Complex for their dedication during this difficult time.
