Mayor Bondy called the meeting to order at 6:00 p.m.

Mayor Bondy read the Land Acknowledgement Statement.

    That the Minutes of the Regular Meeting of Council held April 12, 2022, be adopted as presented.

    Carried.

Mayor Bondy noted that the Windsor-Essex County Health Unit is holding a COVID-19 Vaccine Pop-up Clinic at the Town Civic Centre in the atrium on April 27, 2022, from 9:00 a.m. until 3:30 p.m. He advised that no appointment is needed and that residents can visit the health unit website for all COVID-19 related information.

Mayor Bondy reminded the public that the LaSalle Turtle Club is celebrating its opening day this coming Saturday, April 30, 2022, beginning with its annual Turtle Club Parade. He advised that the parade route will be closed to traffic on Saturday morning for approximately an hour and a half and that residents can visit the News page on the Town's website for full details, including the road closure. Mayor Bondy wished the Team a fun season and encouraged residents to cheer on the players along the parade route this weekend.

Mayor Bondy acknowledged the work of the Town's Parks crew and stated that many positive comments and compliments regarding the flowers have been received.

Mayor Bondy noted that he attended the Warden's Banquet today and that our Warden, Gary MacNamara, delivered positive comments regarding the future of this area.

Joe Milicia, CAO, explained to the viewing audience that this is the Town's first hybrid meeting with Members of Council and Members of Administration participating in Council Chambers and virtually. An invitation is extended to members of the public with the option to view the meeting in person. He noted that Councillor Carrick and Councillor Desjarlais joined the meeting virtually and that the remaining Members of Council are in Council Chambers. He further explained that the online audience will be able to see Council Chambers with a view of Council, Administration, and the audience. This new meeting method will be reviewed and adjustments will be made as necessary. A warm welcome is extended to all those in attendance in person and virtually. 

President of LMHA, Mike Seguin, and Vice President of Travel, Randy Levac appeared before Council to present the LaSalle Minor Hockey League 2021-2022 President's Award to Town of LaSalle Employees, Jordyn Rafuse, Mark Masanovich, Owen Stichhaller, and Scott Bisson, stating this is the first time in LMHA history the President’s Award has been presented to persons external to the LMHA organization.

    That the report of the Director of Council Services/Clerk dated April 4, 2022 (CS-2022-07) regarding the Procedure By-law: By-law 8692 be received;

    And That Council endorses the provisions of the proposed Procedure By-law and adopts the implementing By-law.

    And That Council Services track and monitor any issues as related to the implementation of the By-law, and provide a report back to Council in July 2023.

    That the report of the Director of Culture and Recreation dated March 28, 2022 (CR-2022-09) regarding the plan to manage festivals and events be received;

    And That the Event Hosting Policy be approved;

    And That the Event Rental Fees be approved;

    And Further That the permanent full-time position of Recreation Programmer – Events be approved.

    That the report of the Director of Culture and Recreation dated March 31, 2022 (CR-2022-10) regarding updates to the Policy for Waiving or Reducing Fees Related to Use of Town Owned Facilities and Spaces be received; And That updates to the Policy be approved.

Councillor Akpata gave a brief overview of the 2021 Parks, Recreation & Events Committee Annual Report.

Patti Funaro, Director of Culture and Recreation, made additional comments regarding the 2021 Parks, Recreation & Events Committee Annual Report.

    8692 – A By-law to govern the calling of and proceedings of Council and Committee Meetings, and the conduct of its members

    8693 – A By-law to authorize the execution of a Severance Agreement with George Real Estate Management Ltd.

    8694 – A By-law to authorize the execution of a Severance Agreement with Mark and Margaret Marcotte

    8695 – A By-law to authorize the execution of a Subdivision Agreement with Lankor Horizons Development Inc. (Laurier Horizons Phase 2)

    8697 - A By-law to authorize the execution of an Agreement with Canadian Parks and Recreation Association and The Corporation of the Town of LaSalle

    8698 - A By-law to amend Zoning by-law No. 8600, the Town’s Comprehensive Zoning By-Law, as amended

Councillor Desjarlais asked if there are any proposed developments for land located on Sandwich West Parkway, adjacent to Windsor Crossings. Peter Marra, Deputy Chief Administrative Officer, responded that there have not been any formal applications submitted to the Town. 

Councillor Akpata extended thanks to those who are maintaining the cleanliness and enhancing the water in the watershed in and around the Town.

Councillor Riccio-Spagnuolo attended the Spring Fling on the weekend and stated that the event was very well received with several positive comments about the event. A thank you was extended to the Team for the success of the event.

Councillor Renaud extended his thanks and congratulated Town Staff on the success of the Spring Fling event.

Deputy Mayor Meloche congratulated Town Staff for organizing the Spring Fling event.

Mayor Bondy stated that many comments were received from non-residents who look forward to events that are hosted by the Town of LaSalle.
