Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche read the Land Acknowledgement Statement.

    That the December 13, 2022 Regular Council Meeting Agenda be adopted as presented.

    That the Minutes of the Closed and Regular Meetings of Council held November 8, 2022, and the Minutes of the Inaugural Meeting of Council held November 22, 2022, be adopted as presented.

Mayor Meloche welcomed the viewing audience and thanked everyone for joining the first full meeting of the new Term of Council.

Mayor Meloche noted that the ribbon-cutting ceremony for the new Event Centre was held on December 3, 2022, and was followed by the Breakfast with Santa and the Mayor event. 

Mayor Meloche stated that this coming weekend is the last chance to visit the LaSalle Holiday Lights Heritage Nights. Friday is family night, and Saturday is the Sounds of the Season, taking place at the LaSalle Civic Centre. Additionally, this coming Sunday is the last Holiday Night Market at the Event Centre from 6 p.m. until 9 p.m.

Mayor Meloche stated that residents have a chance to win a prize from local businesses by participating in the Hunt for Berry event. For more information please visit  the News page of  the Towns website.

Mayor Meloche announced that LaSalle will be hosting New Year's Eve Fireworks on December 31 at the Vollmer Complex. Information on this event will be available on the Town's website and social media in the coming days.

Mayor Meloche stated that this past week Council and Administration visited the Windsor-Essex Humane Society and presented a cheque for $2500. This donation is the net proceeds from the LaSalle Truck or Treat Halloween event held at the Vollmer Complex in October.

Deputy Mayor Akpata assumed the Chair at 6:05 p.m.

Chief of Police Duncan Davies and Mayor Crystal Meloche presented the 2022-2024 LaSalle Police Service Strategic Business Plan.

    That correspondence received from Essex Region Conservation Authority dated November 7, 2022, regarding appointments to the Essex Region Conservation Authority Board of Directors be received;

    And that Deputy Mayor Mike Akpata and Councillor Sue Desjarlais be appointed as Town of LaSalle Council Representatives on the Essex Region Conservation Authority Board of Directors for the 2022-2026 Term of Council.

D. Langlois, Director of Finance/Treasurer, presented the report.

    That the report of the Director of Finance/Treasurer dated November 18, 2022 (FIN-29-2022) regarding an Amendment and Extension Agreement for the supply and use of water be received;

    And that Council approves the entering into an Amendment and Extension Agreement between the Town of LaSalle and Windsor Utilities Commission for the supply and use of water effective December 31, 2022, and authorizes the Mayor and Clerk to execute the agreement.

D. Hadre, Director of Strategy and Engagement, presented the report.

    That the report of the Director of Strategy and Engagement Department dated November 21, 2022 (SE-05-2022) regarding the sponsorship agreement with the WindsorEssex Community Foundation be received;

    And that Council approves entering into a sponsorship agreement with WindsorEssex Community Foundation and authorizes the Mayor and Clerk to execute the documents necessary to facilitate the agreement.

    That the report of the Director of Finance dated December 1, 2022 (FIN-30-2022) regarding the 2023 insurance renewal be received;

    And that Council authorizes the renewal of the annual insurance program with Intact Public Entities Inc. Company;

    And that Council authorizes the renewal of cyber insurance through CFC Underwriting Ltd.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8753 - A By-Law to authorize the execution of a Developer’s Severance Agreement with Royal Oak Luxury Builders

    8754 - A By-Law to appoint an Alternate Member to Essex County Council

    Carried.

Councillor Carrick noted that he received an update from ERCA regarding the Turkey Creek Hydrologic and Hydraulic Modelling Project and that the final report is complete and will be provided this month.

Councillor Carrick wished everyone a Merry Christmas and a Happy New Year.

Councillor Renaud thanked Administration for all their hard work in promoting the new Event Centre and hosting numerous events since its opening.

Deputy Mayor Akpata stated that the annual Sandwich vs Villanova Hockey Game is occurring on December 22, 2022, at the Vollmer. All are welcome to come out and support the teams.

Mayor Meloche requested a report from Administration comparing what other municipalities are charging Schools for user fees for Town facilities and services. 

Mayor Meloche reported that there was a Closed Meeting prior to the Regular Council Meeting to discuss appointments to Committees. The minutes of the Closed Meeting will reflect the appointed members of each Committee.
