    That the minutes of the regular meeting of Council held February 26, 2019 BE ADOPTED as presented.

Chaouki Hamkam, Community Leader, MADD Windsor & Essex County, appears before Council to present the Mothers Against Drunk Driving (MADD) Canada's Campaign 911 Program.

    That the presentation of Chaouki Hamka, Community Leader, MADD,

    Windsor Essex County, regarding Mothers Against Drunk Driving, (MADD)

    Canada's Campaign 911 Program BE RECEIVED; and that the request to

    install ten (10) signs in the Town of LaSalle to advertise this program BE

    FORWARDED to Administration for review; and that Administration BE

    DIRECTED to meet with Chaouki Hamka, Community Leader, MADD

    Windsor & Essex County; and that Administration REPORT BACK to

    Council outlining the preferred locations and the recommended size of the

    sign.

Richard Wyma, Secretary-Treasurer and Executive Director for the Essex Region Conservation Authority and Irek Kusmierczyk Chair of the Board of Directors for Essex Region Conservation Authority, appear before Council to present the 2018 Annual Report and the 2019 draft budget.

    That the Essex Region Conservation Authority (ERCA) 2018 Annual Report and 2019 draft budget as presented by Richard Wyma, Secretary-Treasurer and Executive Director and Irek Kusmierczyk, Chair of the Board of Directors BE RECEIVED.

Public Meeting to consider rezoning approximately 1 hectare of land located on the north side of Todd Lane, immediately west of the Highway 401 off-ramp from an  from a Residential Zone One (R1) and Residential Zone One Holding (R1(h)) to Natural Environment Zone (NE) to assist with the protection of Species at Risk and their associated habitat in this location and assist the MTO fulfill its Endangered Species Act Permit requirements. 

None in attendance in opposition to application.

    That the report of the Director of Planning & Development Services dated
    March 1, 2019 (DS-7-19) regarding the request of Ontario Ministry of Transportation (MTO) (applicant and owner) to rezone approximately 1 hectare of land located on the north side of Todd Lane, immediately west of the Highway 401 off-ramp from a Residential Zone One (R1) and Residential Zone One Holding (R1(h)) to Natural Environment Zone (NE) to assist with the protection of Species at Risk and their associated habitat in this location and assist the MTO fulfill the Endangered Species Act Permit requirements BE APPROVED and that Administration BE AUTHORIZED to prepare the proposed agreement for execution purposes, and that the zoning By -Law for the subject lands BE ADOPTED during the bylaw stage of the agenda.

    That the report of the Manager of Facilities dated February 28,2019 (PW-10-19) regarding the Vollmer Refrigeration Upgrade Project BE RECEIVED and that Cardinal Services Group BE AWARDED the contract for the dehumidifier upgrade for the total price of $495,658.68 (including taxes) as outlined in the 2019 Capital budget.

    8280 - A By-law to amend Zoning by-law No. 5050, the Town’s Comprehensive Zoning By-Law, as amended (LaSalle Woods Blvd)

    8281 - A By-Law to authorize the execution of a Developers Severance Agreement with Dr. Hussein Khalaff.

    8282 - A By-Law to amend Zoning by-law No. 5050, the Town’s Comprehensive Zoning By-Law, as amended (Todd Lane)

    8283 - A By-Law to appoint a Clerk for the Corporation of the Town of LaSalle and to repeal certain appointments

    8284 - A By-Law to amend By-Law No. 6407 (as amended) being a by-law to prohibit or regulate advertising devices, including signs within the Town of LaSalle

    8285 - A By-Law to authorize the execution of an agreement between the Corporation of the Town of LaSalle and the Minister of Transportation for the Province of Ontario under the Public Transit Infrastructure Fund (PTIF) Phase One (Ontario) Transfer Payment Agreement

    8286 - A By-Law to appoint Robert J. Swayze as the Integrity Commissioner for The Corporation of the Town of LaSalle

    8287 - A By-Law to authorize the execution of an Transfer Payment Agreement between the Corporation of the Town of LaSalle and the Minister of Community Safety Correctional Services under the Court Security and Prisoner Transportation (CSPT) Program

Councillor Akpata congratulates Public Works Staff for their professional efforts taking care of trees overhanging properties and maintaining the cleanliness of the roads. 

Councillor Desjarlais attended the Festival Events Ontario Conference. The conference was very informative and gathered new ideas for the Strawberry Festival and new material for the Culture and Recreation Department.
