Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche read the land acknowledgment statement.

Mayor Meloche thanked Town Staff for the beautiful holiday displays with lots of great activities for families to enjoy this season. A thank you was also extended to all staff who worked hard to set up and take down the many lights displayed around Town.

Mayor Meloche stated that the Town of LaSalle 2023 Draft Budget and Business Plan was released last week. She invited residents to attend an Open House tomorrow from 6:00 p.m. to 8:00 p.m. to speak with Members of Council and Administration ahead of the budget deliberation sessions planned for the first week of February. If residents are unable to attend, there is a link on the Town's website to provide comments through PlaceSpeak at www.lasalle.ca/finance.

Mayor Meloche stated that she met with local MP and MPP alongside Deputy Mayor Akpata and Joe Milicia, CAO, for a round table discussion regarding challenges the Town of LaSalle will face in the coming years. It was a very informative session and an excellent start to building a relationship with upper levels of government.

Mayor Meloche said that yesterday was the first “Mondays with the Mayor.” She enjoyed meeting with residents in person to address their questions or concerns. The next scheduled date is February 27 and March 27 from 9:00 a.m. until 11:00 a.m. If a resident cannot attend, please contact the Town to book an appointment.

Mayor Meloche stated that this week Council continues with its Orientation Sessions. The final session will focus on development and ongoing projects in the municipality. The Budget Deliberation Sessions will begin on February 8, 2023.

G. Beggs, Director of Planning and Development, presented an overview of the report.

Ms. Beggs advised that Administration received one call from a resident to the south of the property regarding buffering and landscaping, and stated that those concerns will be addressed.

No public comments were received at the Meeting.

    That the report of the Director of Planning and Development, the Director of Fire Services/Fire Chief, and the Deputy CAO dated December 19, 2022 (PD-39-2022) regarding the request to remove the holding provision from the property on the west side of Front Road, identified in Figure 1, be received;

    And that Council approves the request to remove the holding zone symbol from the above-noted lands, and that Administration circulates the corresponding application to the appropriate agencies and satisfies the necessary permitting requirements to facilitate the development and construction of the Fire Hall Sub Station on Front Road.

P. Funaro, Director of Culture and Recreation, presented the report.

    That the report of the Director of Culture and Recreation dated December 13, 2022 (CR-2023-01) regarding the proposed increases to ice and sports field rental fees be received and that the recommendation to increase ice and sports field rental fees by three percent in 2023 be approved.

    That the report of the Director of Culture and Recreation dated January 3, 2023(CR-2023-04) regarding information and updates on indoor pickleball be received and that the drop-in fee of $5.00 (per person, per two-hour timeslot) be approved.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8760 – A By-law to amend Zoning By-law Number 8600, the Town’s Comprehensive Zoning By-law

    8761 - A By-law to authorize the borrowing of $29,050,000 for current expenditures under Section 407 of the Municipal Act and to authorize the temporary borrowing for works under Section 405 of the Municipal Act for the 2023 fiscal year

    8762 - A By-law to levy and collect a portion of the taxes for the year 2023

    Carried.

Councillor Renaud congratulated Councillor Desjarlais for being appointed Vice Chair of the Essex Region Conservation Authority Board of Directors.

Mayor Meloche reported that earlier this evening Council met in Closed Session to discuss three matters.

The first matter Council reviewed was the applications for appointments to the Court of Revision.

    That Council appoints Ayman Abouzeeni, Manpreet Brar, Bruce Drufy, Andrew Soullier and Terry Burns, as members of the Court of Revision effective immediately, through to the end of the term of Council, being November 14, 2026.

    Carried.

    In the second matter, Council discussed a proposed acquisition or disposition of land by the Town located at Malden Road and Laurier Drive.

    That Council approve the Town receiving the required frontage on 6875 Malden Road to accommodate the proposed improved Laurier/Malden intersection as approved in the current Malden Road Environmental Assessment Addendum in exchange for land along the side yard of 6875 Malden Road;

    And that Council give the CAO delegated authority for land exchange agreements where either party pays no monetary value for the land.

    Carried.

    The last matter, Administration provided information regarding a proposed acquisition or disposition of land by the Town located at Kelly Road. No further action was taken on this item.
