    That the Minutes of the Closed and Regular Meetings of Council held December 14, 2021, and the Minutes of the Budget Meeting held December 15, 2021 be adopted as presented.

Diana Radulescu, Active Transportation Coordinator, and Jerry Behl, Manager of Transportation from the County of Essex, appear via Zoom to present their report regarding the County Wide Active Transportation System Master Plan Update.

    That the report of the Director of Culture and Recreation dated November 28, 2021 (CR-2021-38) regarding the Benoit House Museum Strategic Plan be received; and that the Benoit House Strategic Plan be approved.

Jennifer Wells, General Manager at Families First, appears as a delegation via Zoom to provide her support for the proposed project and thanks Council, on behalf of Families First and the Parents, for the consideration.

    That the report of the Deputy Chief Administrative Officer dated December 17, 2021 (AD-21-2021) regarding the Healing Hearts Forest Sponsorship be received; that Council approves the sponsorship and directs Administration to prepare the necessary agreements, with a view to completing the project by the end of 2022; and that Council authorizes the Mayor and Clerk to execute the applicable agreement(s).

    That correspondence from the Town of Kingsville dated December 17, 2021 regarding Letter of Instruction from the Windsor-Essex County Health Unit be received.

Shawn Maheux, resident at 2865 Bouffard Road, appears as a delegation via Zoom and speaks to his frustration as to the delay with the project and the impending expropriation of his property.  He requests that the Town advise as soon as possible whether his property will be required as part of the project.

David Lynn, resident at 2945 Bouffard Road, appears as a delegation via Zoom and asks the Town to consider how it can address the worries of residents whose properties may be subject to expropriation while the Study proceeds slowly, and requests that Council direct Administration to expedite the process and immediately re-engage with the residents to find a mutually acceptable solution.

    That By-law Numbers 8657 to 8660 be given a first, second, and third reading and finally passed:

    8657 A By-law to authorize the execution of Amending Agreement with Her Majesty the Queen in right of Canada as represented by the Minister responsible for the Federal Economic Development Agency for Southern Ontario and The Corporation of the Town of LaSalle under the Canada Community Revitalization Fund

    8658 A By-law to adopt the Budget for the year 2022

    8659 A By-law to levy and collect a portion of the taxes for the year 2022

    8660 A By-law to authorize the borrowing of $28,050,000 for current expenditures under Section 407 of the Municipal Act and to authorize the temporary borrowing for works under Section 405 of the Municipal Act for the 2022 fiscal year

    Carried.

Councillor Akpata says that he has received several compliments from the public with respect to the light display at Holiday Lights Heritage Nights events and extends his appreciation and thanks to everyone who worked hard to make the events happen.
