We acknowledge that the ground on which we live is the Traditional territory of the Caldwell First Nation; of the Three Fires Confederacy and the original people of Point Pelee & Pelee Island and its surrounding lands and waters, and that of the Huron-Wendat and Wyandot Peoples.  We recognize and respect the First Nations who are stewards of the land and waters of Turtle Island and who have embraced the stewardship since time immemorial.  We would also like to acknowledge the contributions of other nearby First Nation communities and all Original People across Turtle Island.

    That the Minutes of the Closed and Regular Meetings of Council held December 14, 2021, and the Minutes of the Budget Meeting held December 15, 2021 be adopted as presented.

    That the presentation and report from the County of Essex regarding the County Wide Active Transportation System be received for information.

    That the report of the Director of Culture and Recreation dated November 28, 2021 (CR-2021-38) regarding the Benoit House Museum Strategic Plan be received; and that the Benoit House Strategic Plan be approved.

  • Recommendation

    That the report of the Deputy Chief Administrative Officer dated December 17, 2021 (AD-21-2021) regarding the Healing Hearts Forest Sponsorship be received; that Council approves the sponsorship and directs Administration to prepare the necessary agreements, with a view to completing the project by the end of 2022; and that Council authorizes the Mayor and Clerk to execute the applicable agreement(s).

    That correspondence dated December 13, 2021 from the Township of Mulmur regarding Truth and Reconciliation Actions be received.

    That correspondence from Tay Valley Township dated December 15, 2021 regarding Province Wide Assessment update be received.

  • Recommendation

    That correspondence from the Town of Kingsville dated December 17, 2021 regarding Letter of Instruction from the Windsor-Essex County Health Unit be received.

  • Recommendation

    That the report of the Deputy Chief Administrative Officer dated December 17, 2021 (AD-16-2021) regarding the Howard/Bouffard Master Drainage Study update be received.

  • Recommendation

    That the report of the Director of Finance dated December 16, 2021 (FIN-01-2022) regarding Development Charge Indexing be received.

  • Recommendation

    That the report of the Supervisor of Revenue dated December 6, 2021 (FIN-39-2021) regarding the 4th Quarter Property Tax Write Offs be received.

    That the report of the Supervisor of Accounting dated December 13, 2021 (FIN-41-2021) regarding the November 2021 Financial Statements and Write Offs be received.

    That the Report of the Chief Administrative Officer dated January 11, 2022 being a Summary of Reports to Council be received

  • Recommendation

    That By-law Numbers 8657 to 8660 be given a first, second, and third reading and finally passed:

    8657 A By-law to authorize the execution of Amending Agreement with Her Majesty the Queen in right of Canada as represented by the Minister responsible for the Federal Economic Development Agency for Southern Ontario and The Corporation of the Town of LaSalle under the Canada Community Revitalization Fund

    8658 A By-law to adopt the Budget for the year 2022

    8659 A By-law to levy and collect a portion of the taxes for the year 2022

    8660 A By-law to authorize the borrowing of $28,050,000 for current expenditures under Section 407 of the Municipal Act and to authorize the temporary borrowing for works under Section 405 of the Municipal Act for the 2022 fiscal year

  • Recommendation

    That confirmatory By-law 8661 be given a first, second, and third reading and finally passed.
