Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche read the Land Acknowledgement Statement.

    That the May 14, 2024, Regular Council Meeting Agenda be adopted as presented.

    That the Minutes of the Regular Meeting of Council held April 23, 2024, be adopted as presented.

Mayor Meloche reminded residents that Victoria Day is this Monday, May 20, and the Municipal Offices and the Vollmer Centre will be closed. Waste collection scheduled for Monday will be moved to Tuesday, May 21, and Tuesday's collection will be moved to Wednesday, May 22.

Mayor Meloche wished everyone a safe and happy long weekend and noted that the Vollmer splash pad and volleyball courts open this upcoming Friday. She also reminded residents that the first LaSalle Night Market of the summer will be held on Sunday, May 26. Night Markets are held on the last Sunday of each month through to September.

National Public Works Week is from May 19-25, with the theme "Advancing Quality of Life for All." Mayor Meloche highlighted the contributions of public work professionals in enhancing the community's quality of life through services such as transportation, water, waste management, parks, trails, and emergency management.

Mayor Meloche noted that Deputy Mayor Akpata was off on personal time.

    That the report of the Supervisor of Accounting dated April 26, 2024 (FIN-12-2024) regarding the 2023 4th Quarter Report be received;

    And that Council approves and adopts the Capital Fund Analysis, Reserves, Reserve Fund and Deferred Revenue Schedule and the Cash and Investments Report for the year ended December 31, 2023;

    And that Council authorizes Administration to amend the schedules for the activity associated with Essex Power Corporation.

P. Funaro, Director of Culture and Recreation, presented the report.

Councillor Burns requested that a copy of the grant application be sent to Hon. Raymond Sung Joon Cho, Minister for Seniors and Accessibility.

    That the report of the Director of Culture and Recreation and Director of Public Works dated April 10, 2024 (CR-2024-14) regarding The Inclusive Community Grants program be received;

    And that administration be authorized to work with the LaSalle Rowing Club to submit an application to the Inclusive Community Grants Program for accessibility renovations to the Riverdance facility.

    That the report of the Manager of Engineering dated April 14, 2024 (PW-15-2024) regarding the Cabot Street Watermain Rehabilitation be received;

    And that Council approves the award of the Watermain Contract to Major Construction (2010) Ltd. for the bid price of $386,846.50 plus HST;

    And that this amount be funded from the 2024 Watermain Replacement Project, which is part of the approved 2024 Capital Budget.

    That the report of the Deputy CAO dated April 24, 2024 (AD-2024-10) regarding the Healing Hearts Forest Upgrades and the existing Tree Memorial Program be received;

    And that Council approves the upgrades to the Healing Hearts gazebo, being the installation of stone columns and memorial railings;

    And that the Healing Hearts Forest Memorial Program be initiated and Administration be directed to prepare a Healing Hearts Forest Memorial Program Policy for Council consideration at a future meeting;

    And that the existing Tree Memorial Program be discontinued after the 2024 fall planting season.

J. Osborne, Director of Public Works, presented the report.

    That the report of the Director of Public Works, dated April 24, 2024, (PW-16-2024) regarding an update on the status of the Malden Road Phase 1 Reconstruction Project, be received.

    Councillor Carrick returned to the Meeting at 6:29 p.m.


M. Beggs, Manager of Roads, presented the report.

    That the report of the Manager of Roads and Parks dated April 11, 2024 (PW-10-2024) regarding the request for alternating parking on Sacred Heart be received;

    And that Council approves the implementation of alternating parking on Sacred Heart from Michigan, moving easterly to end;

    And that the corresponding by-law be adopted at a future Council Meeting.

That the Town of LaSalle donate $1000 for a bronze sponsorship to the Maryvale Gala, with the funds going towards providing mental health services to the youth in the Windsor-Essex County area.

    8881 - A By-law to authorize the execution of an Agreement between Major Construction (2010) Ltd. and the Corporation of the Town of LaSalle for the RFT-PW05-2024 - Cabot Avenue Watermain Reconstruction

    8882 – A By-law to stop up, close and sell an alley system running east-west lying south of lots 1408 to 1410, Registered Plan 793, LaSalle

    8883 – A By-law to amend the Forest Trails Phase 3 Subdivision Agreement

    8884 – A By-law to stop up, close and sell an alley system running north-south lying east of lots 470 to 476, both inclusive, and Part of Lot 477, Registered Plan 1030, LaSalle

    8885 - A By-Law to authorize the execution of a Developer’s Severance Agreement with 2312205 Ontario Ltd.

    8886 – A By-law to repeal By-law 8559
