Mayor Bondy calls the meeting to order at 4:30 p.m.

    That the Minutes of the Special Meeting of Council for Planning Act Matters dated July 28, 2020 BE ADOPTED as presented.

    Carried.

Clerk's Note: This public meeting was held for the sole purpose of obtaining input, comments and questions from property owners and residents living near 6150 Malden Road with respect to a rezoning application filed by the owner of said property. Administration did not provide comments to Council and a Council decision is not made at this time.  All comments and questions received for this initial public meeting and all written submissions filed with the Town are forwarded to the Applicant. The Applicant is then requested to review same and provide written response to all comments and questions. Once written response is received, a second public meeting is scheduled (with in person attendance) in accordance with the direction of Council.  Notice for this second public meeting will be mailed to all recipients of the initial public notice, to all persons that participated in the first public meeting and/or made written submissions and to those who participated in any petitions received for this matter.

Delegates listed below are in order of appearance.

All delegates appear before Council via video conference technology.

Melanie Muir, Dillon Consulting Limited, appears before Council to provide an overview of the rezoning and site plan control applications on 6150 Malden Road. 

Erminio Di Domenico, resident, appears before Council in opposition to the proposed rezoning and site plan control application, stating concerns for parking and privacy, suggesting a 2 storey building.

Andrew Smith, resident, appears before Council in opposition to the proposed rezoning and site plan control application, stating concerns with street parking, states a building of this nature is obtrusive to the neighbourhood, and further requests an in person public meeting.

Kelley Smith, resident, appears before Council in opposition to the proposed rezoning and site plan control application requesting an in person public meeting. 

Mahmoud Algarousha, resident, appears before Council in opposition to the proposed rezoning and site plan control application stating concerns regarding privacy and building height.

Diane and Gregg Brown, residents, appear before Council  in opposition to the proposed rezoning and site plan control application stating safety concerns as sight lines are blocked, concern with the short amount of time given to address the issue, and further requesting an in person public meeting. 

Sara Ali, resident, appears before Council in opposition to the proposed rezoning and site plan control application stating concerns regarding safety as site lines are blocked and concerns with building height. She reiterates that the building is not suitable for the area, and the electronic public meeting format is not conducive to all residents.

Allen Ali, resident, appears before Council in opposition to the proposed rezoning and site plan control application citing concerns with traffic and safety.

Mena and Tony Sorge, residents, appear before Council in opposition to the proposed rezoning and site plan control application, citing concerns with street parking, parking on their commercial property and reiterate that a two storey building would be adequate. 

Andy and Kelley Galamb, residents, appear before Council in opposition to the proposed rezoning and site plan control application citing concerns that new builds are taking away the feel of a small, quaint Town.

    That the report of the Supervisor of Planning & Development Services, dated August 12, 2020 (DS-29-2020) regarding a ReZoning and Site Plan Control Application submitted by the owner of 6150 Malden Inc., for approximately 4200 square metres of land located on the east side of Malden Road, south of Omira Street, municipally known as 6150 Malden Road BE DEFERRED.

    Carried.

Devon Shepley, applicant and owner, appears before Council via video conference technology in support of the removal of the holding zone symbol and alley closing on 782 Reaume Road and is available for questions.

    That the report of the Supervisor of Planning and Development Services dated August 11, 2020 (DS-30-20) regarding the removal of a Holding Zone symbol and alley closing on 680 square metres of land located to the rear of property municipally known as 782 Reaume Road BE APPROVED and that the said alley BE DECLARED surplus and be disposed of in accordance with municipal policy.
