Mayor Bondy called the meeting to order at 6:00 pm.

Mayor Bondy read the Land Acknowledgement Statement.

Mayor Bondy wished the viewing audience an enjoyable summer.

Paul Wilson, President of the LaSalle Friendship Club, appeared before Council to present a donation cheque as a thank you for the use of Town Facilities.

J. Osborne, Director of Public Works Presented the Report.

Kyle Edmunds, Associate, Dillon Consulting Limited, provided a brief overview of the Drainage Report for the Lepain Drain Minor Improvement and answered questions.

    That the report of the Director of Public Works dated June 6th, 2022 (PW-13-2022) regarding approval of the Lepain Drain Minor Improvement Report be received;

    And that, Council adopts the Lepain Drain Minor Improvement Report, dated June 21, 2022, authored by Dillon Consulting;

    And that, By-law 8715 being a by-law to provide for the minor improvement of Lepain Drain be provisionally adopted.

Roland Maure - spoke against the renaming of Gil Maure Park and requested that the name of the park remain as Gil Maure Park.

Shelley Maure - spoke against the removal of the Gil Maure Park name. 

Susan Maure - spoke against the removal of the Gil Maure Park name.

Karen Savard - inquired how members of the public not connected to technology are going to know about the public engagement.

    That Administration commence a public engagement process, which includes a live in-person session, to obtain public input on the naming of the waterfront park lands and that Administration meet with the Maure family to come up with a suitable option to recognize Gil Maure.

M. Beggs, Manager of Roads and Parks, presented the report.

    That the report of the Manager of Roads and Parks dated May 2, 2022 (PW-10-2022) regarding the request for Tree Planting Policy be received;

    And that, the Tree Planting Policy be approved.

G. Ferraro, Manager of Finance/Deputy Treasurer, presented the report.

    That the application for a Tile Loan in the amount of $50,000.00 under The Tile Drainage Act, as submitted by Pajot Farms Limited for the property located at Short Snake Lane E/S, more particularly described as Concession 2 Part Lot 6 and Part Lot 7 be approved subject to the eligibility of the loan application under this program;

    And further that, Council approves the appointment of the Town’s Manager of Engineering as the Drainage Inspector.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8717 - A By-Law to authorize the execution of a Developer’s Severance Agreement with Malcom Murdoch MacDougall and Christine Isabel MacDougall

    8718 - A By-law to amend the Forest Trails Phase 3 Subdivision Agreement

    8719 - A By-law to appoint Michael Cappucci, Manager of Engineering, as Drainage Inspector for the Corporation of the Town of LaSalle

    8720 - A By-law to authorize the execution of a Developer’s Subdivision Agreement with Trinity Woods Inc.

    8721 - A By-law to authorize the execution of a Developer’s Subdivision Agreement with 2544236 Ontario Inc.

    Carried.

Deputy Mayor Meloche inquired about the correction of the spelling of Machette Road in LaSalle since the City of Windsor has recently changed the spelling of this road in Windsor. Mayor Bondy responded that he too had the same inquiry and would like this to be added as a Notice of Motion.

Councillor Desjarlais inquired about the Vollmer Facility having WiFi connectivity Issues. D. Langlois, Director of Finance/Treasurer advised that it is a router issue and that Administration is in the process of replacing the routers.

Councillor Akpata inquired about the redundancy of the Town's systems to ensure continuity of services, should the Town run into a similar situation as the recent Rogers Communications system outage. D. Langlois, Director of Finance/Treasurer, responded that the Town currently has a secondary line set up as a backup in case of emergencies. If there is ever an interruption with the Town's current service provider, this secondary provider would be available to continue connectivity.

    That Administration prepares a report regarding regulations and bylaws surrounding Airbnb's in the Town of LaSalle.
