Clerk's Note: Members of Council, and Administration participated in the Meeting electronically via video conference technology.

The Mayor, Chief Administrative Officer, Clerk, Deputy Clerk, and IT personnel were present in Council Chambers to participate electronically.


Mayor Bondy called the meeting to order at 6:00 PM.

Mayor Bondy read the Land Acknowledgement Statement aloud.

Council and Administration observed a moment of silent reflection and the playing of the National Anthem.

    That the Minutes of the Regular Meeting of Council held January 11, 2022 be adopted as presented.

Mayor Bondy acknowledged and congratulated Jason Woods for his recent appointment as Deputy Chief of Police. He said that Mr. Woods has been in the role of Acting Deputy Chief for the past 11 months and that the appointment will keep the momentum going and help to fulfill Chief Davies' vision for the LaSalle Police Service. 

Mayor Bondy thanked staff at Public Works for their snow cleaning efforts. He reminded the public to move their vehicles into their driveways when snow is predicted to ensure that snow removal equipment can clear the entire road and asked that the public refrain from pushing snow back onto the road as it can create a hazard for vehicles driving by.

Mayor Bondy reminded the public to shop local and consider ordering take-out from our local restaurants in order to support the LaSalle community during the pandemic. He further asked the public to consider booking a vaccination appointment and said to stay happy and healthy so that we can hopefully return to normal soon.

Joe Barile, General Manager at Essex Powerlines, appeared via Zoom and gave a presentation on Essex Powerlines' 2021 year in review.

    That Council receives the presentation titled Essex Powerlines 2021 Year in Review, as presented by Joe Barile, General Manager at Essex Powerlines, for information.

Joe Milicia, Chief Administrative Officer, provided some preliminary comments with respect to moving toward a three-station model for the Fire Service.

Suzanne Charbonneau-Dent, Associate at Dillon Consulting, appeared via Zoom and presented the Three Station Analysis Final Report.

    It is recommended that:

    • The report of the Director of Fire Service/Fire Chief dated January 11, 2022 (Fire-22-04) regarding the Fire Master Plan Implementation – Fire Station Location Strategy be received;
    • That the presentation by Dillon Consulting regarding the Three Station Fire Service Model Analysis be received; and further that Council authorize administration to append the Three Station Fire Service Model Analysis report from Dillon Consulting to the Fire Protection Services Master Plan – 2019;
    • That the strategy of Scenario 3 as presented in the Three Station Fire Service Model Analysis Report from Dillon Consulting be approved;
    • That Council authorize Administration to prepare a Financial Plan for Scenario 3; and further that Council authorize Administration to plan and prepare a virtual public information platform to present the three-station analysis to the community.

    Clerk's Note: As noted in the Three Station Fire Service Model Analysis prepared by Dillon Consulting, Scenario 3 includes maintaining Station #1 located at 1900 Normandy Street, with the two additional stations to be located on the old arena property at 2170 Front Road and on Laurier Parkway just west of Disputed Road.

  • Clerk's Note: Gudrin Beggs, Director of Planning, Building and Property, advised Council of a typographical error in Schedule A to By-law 8664.  The notation on Schedule A should read: "Residential Four holding Zone- “R4-4-h” to a Residential Four Zone- “R4-4”.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8662 A By-law to authorize the execution of an Agreement between Get Ready Online Inc. and the Corporation of the Town of LaSalle for the provision of Emergency Management Education and Emergency Operations Centre Platform Software

    8663 A By-law to authorize the execution of an Agreement between RadioCo Ltd. (KELCOM) and the Corporation of the Town of LaSalle for a Digital Radio-Communication System for the LaSalle Fire Service

    8664 A By-law to amend Zoning by-law No. 8600, the Town’s Comprehensive Zoning By-Law, as amended.

    Carried.

Deputy Mayor Meloche requested that Administration prepare a report on the "Adopt a Street Program" to explore how such a program could be implemented in the Town of LaSalle.  

Councillor Akpata said that he would like to see the Town become a leader in organics waste management and remarked that a number of municipalities have engaged a Canadian company to provide food recycling units to the public. Councillor Akpata asked who in Administration might be able to engage with the company to explore options available to the Town.

Joe Milicia, Chief Administrative Officer, advised that the information Councillor Akpata discovered can be forwarded on to the County of Essex and to Michelle Bishop, General Manager at the EWSWA for review.  

Councillor Riccio-Spagnuolo reminded Council and the public that January 26, 2022, is Bell Let's Talk Day and that people can wear blue to support the cause.
