Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche read the Land Acknowledgement Statement.

    That the Minutes of the Special Meeting of Council, Regular Meeting of Council and Closed Meeting of Council, held July 23, 2024 be adopted as presented.

Mayor Meloche welcomed Police Chief Designate Michael Pearce. 

Mayor Meloche highlighted that online ticket sales are available for the 2nd Annual Last Call Before Fall event commencing Friday, August 16th and are priced at $25.00 per night.  The event is scheduled for September 6th and 7th at the Event Centre on Front Road and will include live music, regional wines, craft beers, premium spirits, and food trucks. Further event details are available on the Town's website.

Mayor Meloche announced that the pickle ball courts on Front Road are now open for residents to enjoy.  She stated that two of the four tennis courts have been converted into six pickleball courts and thanked staff for their hard work in preparing the courts.

Mayor Meloche informed the public about the LaSalle Night Market event scheduled for Sunday, August 25th at the LaSalle Civic Centre from 4 p.m. until 8 p.m.  Mayor Meloche reminded residents that this will be the last LaSalle Night Market that will be held at the LaSalle Civic Centre and noted that the September Night Market will be held at the Event Centre. All are welcome.

D. Langlois, Director of Finance, presented the report.

    That the report of the Manager of Finance/Deputy Treasurer dated July 15, 2024 FIN-17-2024 regarding the Municipal Drainage and Collection Policy be received; and

    That the updated Municipal Drainage Billing and Collection Policy be approved.

O. Stichhaller, Supervisor of Recreation, presented the report.

    That the report of the Supervisor of Recreation dated July 24, 2024 (CR-2024-20) regarding the updated facility user group agreements for Skate LaSalle and LaSalle Minor Hockey Association be received;

    And that Council enters into new agreements with Skate LaSalle and LaSalle Minor Hockey Association effective September 1, 2024, and authorizes the Mayor and Clerk to execute the agreements.

M. Cappucci, Manager of Engineering, presented the report.

    That the report of the Manager of Engineering dated July 24, 2024 (PW-28-2024) regarding the 2024 LaSalle Trail Contract Award be received;

    And that, Council awards the contract to Jones Group Ltd.. for the bid price of $823,792.33 plus HST and that this amount be funded from the 2024 Pedestrian Safety Annual Allocations Project which is part of the approved 2024 Capital Budget.

B. MacMillan, Drainage Superintendent, presented the report.

    That the report of the Drainage Superintendent dated July 25, 2024 (PW-27-2024) regarding a request for Major Improvement to the St Michaels Drain be received;

    And that Council accepts the request and appoints R.C. Spencer & Associates Inc. as the Drainage Engineer for the project.

K. Brcic, Manager of Planning and Development, presented the report.

    That the report of the Manager of Planning and Development dated July 12, 2024 (PD-25-2024) regarding the request to remove the holding provisions from the property known as 6140 Malden Road be received;

    And that Council approves the Applicant’s request to remove the holding zone symbol from the above noted lands, and that Administration prepare a corresponding By-law for adoption for removal of the holding provision once the required development agreement is properly executed by the Corporation.

    That the Essex County Highlights for July 17, 2024, be received.

Councillor Renaud extended congratulations to LaSalle's Kylie Masse on her fifth Olympic medal.  

Councillor Riccio-Spagnuolo inquired whether a municipal flag would be placed at the LaSalle Landing?  Mr. Milicia advised that the flags will be erected near the LaSalle sign which is currently under construction. 

Councillor Burns thanked Brian MacMillan, Drainage Superintendent, for help provided to residents on Normandy Street regarding drainage works in the area.  Councillor Burns also commended the Public Works department for their work.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8910-  A By-law to authorize Civil Marriage Solemnization Services in the Town of LaSalle by the Clerk or Delegates of the Clerk

    8911-  A By-law to authorize the sale of land to Mohamed Tabib

    8912-  A By-law to stop up, close and sell an alley system running north-south lying east of lots 415 to 437, both inclusive, Registered Plan 749, an an alley system running east-west lying north of lots 411 & 412, Registered Plan 749, LaSalle

    8913-  A By-law to authorize the execution of an Agreement between Jones Group Ltd and the Corporation of the Town of LaSalle for the RFT-PW-24700-2024 LaSalle Trails

    8914-  A By-law to authorize the execution of an Extension Agreement with Rabih Osman

    8915-  A By-law to amend By-law number 8847, being a By-law to establish User Fees for Services, Activities or the Use of Property
