Deputy Mayor Akpata called the meeting to order at 6:00 p.m.

Deputy Mayor Akpata read the Land Acknowledgement Statement.

Coach Dufour appeared before Council and commended the AA LaSalle Titans 11U Baseball Team for their efforts this past season, congratulating them on their Ontario Baseball Association Championship win.

Deputy Mayor Akpata and Coach Dufour presented the players and coaches with their championship rings.

Doug Diet, President and Gill Wilson, Vice President of the LaSalle Rowing Club, appeared before Council to showcase the Club's accomplishments and successes over the past couple of years. They announced that they were nominated nationally for Club of the Year by Row Canada. Gratitude was extended to the coaches, volunteers and community for their continued support and dedication to the Club.

M. Cappucci, Manager of Engineering, presented the report.

    That the report of the Manager of Engineering dated November 10, 2023 (PW-19-2023) regarding the Request for a Minor Improvement to the 4th Concession Drain dated November 10, 2023 be received;

    And that RC Spencer Associates Inc. be appointed as the Drainage Engineer for the 4th Concession Drain project.

    That the report of the Manager of Engineering dated November 10, 2023 (PW-21-2023) regarding the Request for a Minor Improvement to the Laframbois Drain dated November 10, 2023 be received;

    And that Landmark Engineers Inc. be appointed as the Drainage Engineer for the Laframbois Drain project.

D. Langlois, Director of Finance, presented the report.

    That the report of the Director of Finance dated November 16, 2023 (FIN-32-2023) regarding the 2024 insurance renewal be received;

    And that Council authorizes the renewal of the annual insurance program with Intact Public Entities Inc. Company;

    And that Council authorizes the renewal of cyber insurance through CFC Underwriting Ltd.

D. Langlois, Director of Finance, presented the report.

    That the report of the Director of Finance dated November 16, 2023, (FIN-33-2023) regarding the Amendment and Extension Agreement for the supply and use of water be received;

    And that Council approves the entering into an Amendment and Extension Agreement between the Town of LaSalle and the Windsor Utilities Commission for the supply and use of water, effective December 31, 2023, and authorizes the Mayor and Clerk to execute the agreement.

    That the report by the Manager of Planning & Development PD-43-2023, entitled Extension of Draft Plan Approval for Creekside Condos (County File No. 37-CD-20006 Buildings A & B) dated November 17, 2023 be received;

    And that Council pass a resolution in support of the County of Essex to grant a three (3) year extension of the Drat Plan Approval for Buildings A and B of Creekside Condos from the current date of expiry being July 22, 2024; 

    And that a copy of this report and the supporting resolution be sent to the Manager of Planning Services for the Corporation of the County of Essex.

Melanie Muir, Dillon Consulting, appeared before Council to answer any questions.

    That the report prepared by the Supervisor of Planning and Development, dated November 22, 2023 (PD-42-2023), regarding the request for Part Lot Control Exemption for 16 semi-detached units and 63 townhouse units within the Silver Leaf Subdivision, be received;

    And that Council adopt the Part Lot Control By-law for Blocks 12 to 40 on Registered Plan 12M-695 (subject lands) and include a 5-year expiration date, as well as clauses that require approval of the final reference plan by the Town of LaSalle prior to its registration;

    And that Administration forward a copy of the adopted By-law, draft reference plan and this staff report to the County of Essex for approval, in accordance with subsection 50 (7) of the Planning Act.

Councillor Carrick wished everyone a great holiday.

Councillor Renaud inquired if there is a by-law preventing businesses from delivering items under the cover of darkness.

    That administration prepares a report regarding the feasibility of enacting a bylaw preventing deliveries under the cover of darkness.

    Councillor Burns inquired about the plans for the existing memorial trees and plaques located in the areas that will undergo construction as part of the development of LaSalle Landing.

    P. Marra, Deputy CAO, responded that administration will provide Council with a report outlining the approach to address the existing memorial trees and benches. Administration is working with the architectural designer to determine the best way to commemorate the existing features.


Deputy Mayor Akpata reported that earlier this evening Council met in closed to discuss security of municipal property, being a matter regarding cyber security. Council received information from Administration and no further action was taken.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8841 - A By-law to amend By-law 8798, being a by-law to regulate Vehicular Parking within the Limits of the Town of LaSalle

    8842 - A By-law to assume Reserve Block 51, Plan 12M-614 as part of St. Francis Crescent

    8843 - A By-Law to provide that part-lot control shall not apply to certain lands within Registered Plan number 12M-695
