Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche read the land acknowledgement statement.

    That the January 10, 2023, Regular Council Meeting Agenda be adopted as presented.

    That the Minutes of the Closed and Regular Meetings of Council held December 13, 2022, be adopted as presented. 

    Carried.

Mayor Meloche welcomed everyone to the first Council meeting of 2023 and wished everyone a Happy New Year.

Mayor Meloche stated that the Town is recruiting students for summer employment. Current job postings can be found on the Town website at lasalle.ca/employment.

Mayor Meloche stated that Mondays with the Mayor will be in person this month. Mayor Meloche is available on Monday, January 23, from 9 am until 11 am for a chat with any residents that are interested in having an in-person discussion. No appointments are needed; residents can check in with reception on the 23rd.  Mayor Meloche advised that if a resident is unable to attend this time slot, a request for another day and time can be submitted through the Town's website at lasalle.ca/mayor.

Mayor Meloche reminded residents that water and wastewater billing is due Friday, January 27. Residents can check their mailboxes as the bills were mailed last week. Many payment options are available and can be found on the Town's website at lasalle.ca/waterbilling.

G. Beggs, Director of Planning and Development, and D. Langlois, Director of Financial Services, presented the report.

    That the report prepared by the Director of Planning and Development and the Director of Finance/Treasurer dated December 19, 2022 (PD-40-2022) regarding Bill 23, The More Homes Built Faster Act be received;

    And that our current practice whereby a public meeting pursuant to the removal of a Holding Zone symbol associated with a property’s zoning classification, be discontinued given the intent of Bill 23 to streamline the municipal approval process for residential development.

M. Cappucci, Manager of Engineering, presented the report.

    That the report of the Manager of Engineering dated November 30, 2022 (PW-2-2023) regarding approval of the Martin Bergeron Minor Improvement Report be received;

    And that, Council adopts the Martin Bergeron Minor Improvement Report, dated November 21, 2022, authored by Dillon Consulting;

    And that, By-law 8756, being a by-law to provide for the minor improvement of Martin Bergeron Drain be provisionally adopted.

    That the following By-laws be given a first, second, and third reading and finally passed:

    8757 - A By-Law to extend the Agreement with Robert J. Swayze, the Integrity Commissioner for The Corporation of the Town of LaSalle

    8758 - A By-law to authorize the execution of an Agreement between Max Canadian Healthy Vending and the Corporation of the Town of LaSalle for the supply of a vending machine at the Vollmer Recreation Complex

    Carried.

Councillor Desjarlais advised that residents are inquiring when the automotive charging stations at the Vollmer will be working and the cost to use those stations. D. Langlois, Director of Finance/Treasurer, advised that the charging stations at the Vollmer are now active and the rate is $0.20 per kilowatt hour. Mr. Langlois further stated that the charging stations at the Event Centre and Town Hall are still being worked on and the goal is to have a consistent fee charged across Town.

Mayor Meloche reported that earlier this evening Council met in Closed session to discuss the appointment of a new member to the Committee of Adjustment.  Ms. Sherry Ducedre was appointed to the Committee of Adjustment on December 13, 2022, however, she declined the appointment.

    That Sherry Ducedre be removed as a named member of the Committee of Adjustment as she has declined the appointment; and that Council appoints Maria Ferraro to the Committee of Adjustment effective immediately, through to the end of the Term of Council, being November 14, 2026.
