Mayor Meloche called the meeting to order at 6:00 p.m.

Mayor Meloche noted that Deputy Mayor Akpata will be absent from the meeting due to personal reasons and Councillor Desjarlais joined the meeting via Zoom.

Mayor Meloche reported that the groundbreaking ceremony for the Town's second fire hall occurred on October 30th at 2160 Front Rd. Additionally, she stated that on November 8th, there was a groundbreaking ceremony for the new entrance garden at the Event Centre, acknowledging the support of various organizations, including the Windsor-Essex Community Foundation, LaSalle Community Fund, and the LaSalle Ambassador Horticultural Society. She also noted that the Town was successful in receiving a grant from the Ontario Ministry of Agriculture, Food and Rural Affairs for a portion of this project.

Mayor Meloche highlighted November as Woman Abuse Prevention Month in Ontario and stated that she attended the Shine the Light tree lighting ceremony on November 2nd at Charles Clark Square to raise awareness for woman abuse. She encouraged participation in Wear Purple Day on November 15th in support of victims and survivors of woman abuse.

Mayor Meloche expressed gratitude for the impactful Remembrance Day Ceremony held on November 11. She thanked retired Commander Father Stan Fraser for Emceeing, the Remembrance Day Ceremony planning committee, Town staff and participants in the wreath-laying. A special thank you was extended to the Vincent Massey band, made up of approximately 40 students, who contributed significantly to the event. Mayor Meloche and Deputy Mayor Akpata also visited local retirement homes before the ceremony to honour local veterans for their service.

Appreciation was expressed for the hard work of staff in executing the Truck or Treat event, with $2,000 of proceeds donated to the LaSalle food bank.

The Mayor announced the upcoming LaSalle Holiday Lights Heritage Nights starting on November 24 at the LaSalle Civic Centre, including a tree-lighting ceremony and live carolling performance. The first Holiday Night Market is on Sunday from 5-8 p.m. at the Event Centre at LaSalle Landing.

Mayor Meloche emphasized that various holiday activities are scheduled to take place until December 17, with full details available on the Town's website and social media pages. The lights will be on display daily from 5-10 p.m. until the first week of January.

Lastly, Mayor Meloche reminded residents of the upcoming Breakfast with Santa and the Mayor on December 2, with ticket sales starting November 15, 2023.

Coach Potter appeared before Council to congratulate the 13U LaSalle Athletics (Gold 2010) Girls Softball Team as the Eastern Canadian Champions, providing a summary of their season and tournament accomplishments.

Mayor Meloche presented the team with a congratulatory certificate in honour of their achievement.

Gordon Orr, CEO, Lynette Bain, Vice President, Destination Development and Jason Toner, Director of Marketing and Communications, of Tourism Windsor Essex Pelee Island (TWEPI), appearing before Council to present the TWEPI Plans for 2024.

Mayor Meloche presented Mr. Orr with a certificate in honour of his Lifetime Achievement Award by the Tourism Industry Association of Ontario.

    That the report of the Manager of Finance dated October 25, 2023 (FIN-27-2023) regarding the proposed 2024 budget release and highlights be received.

    That the report of the Supervisor of Planning and Development dated October 26, 2023 (PD-35-2023) regarding a request for Draft Plan of Condominium Approval for the LA Suites Condominium be received;

    And that Council pass a resolution in support of the Applicant’s request to grant draft plan approval for the proposed LA Suites Condominium (County of Essex File 37-CD-23002) in accordance with the draft drawing prepared by Verhaegen Land Surveyors (August 24, 2023), subject to including the following draft plan approval conditions;

    1. Prior to final approval, the Owner shall, submit to and obtain the approval of the Town for the form and content of the Condominium Description and Declaration and the Owner shall incorporate into the Plan and Declaration under Section 7 of the Condominium Act, 1998, all right(s)-of-way and easements for vehicular access of private roads and parking areas, on-site traffic circulation, municipal servicing or utility servicing to the satisfaction of the Town.

    2. Prior to final approval of the Plan, if required to do so by the Town, the Owner shall have fully complied with all orders issued pursuant to the Building Code Act and shall have completed all work necessary to correct any building deficiencies related to said order to the satisfaction of the Town.

    3. That the Owners shall submit plans showing any phasing or revised phasing to the Town of LaSalle for review and approval if this condominium is to be developed in more than one registration.

    4. That prior to final approval by the County of Essex, the Owner shall submit for review and approval by the Municipality and the County, a draft of the final plan of condominium that satisfies the registration requirements of the Land Registry Office.

    And that a copy of the Council resolution be forwarded to the Manager of Planning Services for the County of Essex, Ms. Rebecca Belanger, together with a copy of this staff report.

    That the report of the Director of Planning and Development dated October 30, 2023 (PD-34-2023) regarding Short Term Rentals be received;

    And that, Administration continue to rely on existing municipal by-laws to regulate Short Term Rentals to the extent possible while continuing to monitor the Short Term Rental market within the municipality against the need for future regulatory consideration; 

    And that Administration bring back a report regarding the Short Term Rental market no later than the end of Q1 2025.

    That the report of the Supervisor of Planning and Development dated October 13, 2023 (PB-38-2023) regarding the approval of street names for the Huron Acres Subdivisions be received;

    And that Vel Lane be approved as the street name for the one east-west unnamed street within the Huron Acres Subdivision.

Ms. Cindy Prince appeared as a delegate and spoke in favour of the use of Surety Bonds, supporting the administrative report.

    That the report of the Director of Finance dated October 29, 2023 (FIN-30-2023) regarding the use of Surety Bonds as security be received;

    And that Council approve the use of Surety Bonds to financially secure up to 80% of servicing requirements associated with plan of subdivision in the Town of LaSalle on a case-by-case basis as determined by administration;

    And that a minimum of 20% of servicing agreements continue to be secured by letters of credit.

Mayor Meloche reported that earlier this evening Council met in Closed Session to discuss two matters. The first matter being a proposed or pending acquisition or disposition of land by the Town located on Malden Road. Council received information and provided direction to Administration. With respect to the second matter, Council reviewed applications for an appointment to the Court of Revision.
