Deputy Mayor Meloche called the meeting to order at 6:00 p.m.

Deputy Mayor Meloche read the Land Acknowledgement Statement.

    That the Minutes of the Regular Meeting of Council held September 27, 2022 be adopted as presented.

Deputy Mayor Meloche advised Mayor Bondy is away and not attending this meeting.

Deputy Mayor Meloche stated that voting begins on Friday, October 14 at 10:00 a.m. Voter Information Letters were mailed out last week. You will need this letter to vote online or over the phone. During the voting period, electors requiring assistance may attend the Voter Assistance Centre located at Town Hall. Please visit lasalle.ca/election for more information.

Deputy Mayor Meloche congratulated newly appointed Deputy Fire Chief Mark Seguin and welcomed him to the meeting. 

G. Beggs, Director of Planning and Development, presented the report.

Kevin Miller and Larry Silani, MillerSilani Inc., appeared before Council on behalf of Timberland Homes and spoke to the Application for Holding (H) Removal to permit a new 5-storey, 38 unit condominium building.

No members of the public appeared to speak.

    That the report of the Director of Planning and Development dated September 15th, 2022 (PD-33-22) regarding the request to remove the holding provision from the property on the north side of Wyoming Avenue, identified in Figure 1, be received; and

    That Council approve the Applicant’s request to remove the holding zone symbol from the above-noted lands, and that Administration prepare a corresponding by-law for adoption for removal of the holding provision once the required site plan agreement is properly executed by the Corporation; and

    That Council deems the alley and municipally owned property adjacent to Turkey Creek abutting the Applicant’s property as surplus land, and that the sale of these lands be incorporated into the corresponding site plan agreement to be registered on title.

    That the report of the Director of the Strategy and Engagement Department dated September 20, 2022 (SE-04-2022) regarding the consultation for the naming of the waterfront be received; and

    That council approve the consultation to take place in November 2022 as outlined in the report, with names for consideration to be presented to Council in January 2023.

P. Funaro, Director of Culture and Recreation, presented the report.

    That the report of the Director of Culture and Recreation dated September 12, 2022 (CR-2022-35) regarding an increase to recreation program fees for programs taking place in 2023 be received;

    And that the recommendation to increase 2023 program fees by 10% beginning with winter program registration, which starts on December 5, 2022, be approved.

    That the report of the Supervisor of Recreation dated September 10, 2022 (CR-2022-32) regarding road closures for the 2022 Remembrance Day Ceremony be received; and that the closure of Malden Road at Sprucewood Avenue and Normandy Street and Normandy Street at Ellis Street during the 2022 Remembrance Day Ceremony on November 11, 2022 from 10:30 AM to 11:00 AM, and 11:30 AM to 12:00 PM be approved.

    8746 – A By-law to stop up, close and sell an alley system running east-west lying north of lots 1282 to 1296 inclusive, Registered Plan 875, LaSalle

    8747 – A By-law to stop up, close and sell an alley system running east-west lying north of lots 406 to 423 inclusive, Registered Plan 1007, LaSalle

    8748 - A By-law to appoint a Deputy Fire Chief for The Town of LaSalle
