Mayor Bondy calls the meeting to order at 6:00 p.m.

    That the minutes of the Regular Meeting of Council held August 24, 2021 be adopted as presented.

Mayor Bondy states that the Government of Ontario released their regulations this morning about proof of vaccination. Mayor Bondy says that Town Administration are reviewing those regulations with respect to proof of vaccination at Town facilities and that an update will be provided in the next day or two. Mayor Bondy encourages the public to follow the Town on social media or check the website for updates.

Mayor Bondy announces that the Canadian federal election will hold Election Day polling stations at the LaSalle Civic Centre and the Vollmer Culture and Recreation Complex. Mayor Bondy says that in order to accommodate the expected voter turnout on Monday, September 20, 2021, the LaSalle Civic Centre will be closed for in-person business but states that Town staff will still be working that day, and can assist residents by phone or email.

Mayor Bondy encourages the public to provide feedback on the Benoit House Museum. Mayor Bondy says that so far the response has been great and that the deadline for feedback has been extended to October 1, 2021. Mayor  Bondy invites the community to the LaSalle Night Market happening on September 26, 2021 from 4:00 p.m. to 8:00 p.m. to talk about the project. Mayor Bondy provides a link for the public to visit and complete the survey: www.placespeak.com/LaSalleMuseum 

1. David Paul, resident, appears before Council in opposition to the Administrative recommendation and requests that the installation of sidewalks on D'Amore Drive be denied. David Paul suggests that the funds be used for a better cause.

2. Nancy DeSantis, resident, appears before Council in opposition to the Administrative recommendation and requests that the installation of sidewalks on D'Amore Drive be denied. Nancy DeSantis cites safety concerns and risks for seniors as they will now have to pay attention to additional pedestrian traffic on the sidewalk while backing out of their driveways and further states increased risk will be posed to seniors as they would be responsible for clearing snow off the sidewalk.

    That the report of the Director of Public Works dated August 23rd, 2021 (PW-29-2021) regarding the D’Amore Dr Sidewalk Petition be received and that the recommendation to have the developer install sidewalks on the east side of D’Amore Dr from Gabrieau to Sixth Concession, as agreed to in the development agreement be approved.

Doug Diet, LaSalle Rowing Club Vice President, appears before Council to thank Administration for their continued support and help with the grant application, to discuss the sport of rowing specifically referencing the LaSalle Rowing Club and to express support for the recommendation. Doug Diet asks if the funds could be worked into the Waterfront budget if the grant application is not successful.

  • Clerk's Note: Discussion of Item F.1., took place at this time and the minutes of the Accessibility Advisory Committee Meeting held August 3, 2021 were approved. This item was discussed out of order.

    That the report of the Deputy CAO dated September 10, 2021 (PW-30-2021) regarding the LaSalle Rowing Club Riverdance Ontario Trillium Grant Application be received and that Council support and approve submission of this grant application by the LaSalle Rowing Club.

    The following By-laws be given a first, second, and third reading and finally passed:

    8608 A By-law to authorize Civil Marriage Solemnization Services in the Town Of LaSalle
    8609 A By-law to appoint a Chief Building Official
    8610 A By-law to amend By-law 8230 being a By-Law to appoint a Building Inspector
    8611 A By-law to amend By-law number 7932 being a By-law to deem a portion of Registered Plan 635 not to be lands on a registered plan of subdivision for the purposes of Section 50(3) of the Planning Act

    Carried.

Councillor Renaud asks for someone from Administration to walk Council through how the Town will 

Councillor Renaud would like to have someone from Administration take us through how we are going ID youths, what age group is youth and how the Town will be checking vaccination status.  Deputy CAO advised that regulations were just released this morning and Administration will review and put out some communication shortly for both the public and Council - within the next day or two.
