Mayor Bondy called the meeting to order at 6:00 p.m.

Mayor Bondy stated that the new Event Centre located at 970 Front Rd. is complete and ready for event bookings. Visit the Town's website for more details. He further stated that throughout the month of November, the Town is accepting submissions regarding the naming of the new waterfront development and that residents can visit lasalle.ca/waterfront for more information.

Mayor Bondy extends an invitation to join Members of Council at the LaSalle Remembrance Day Ceremony being held this Friday, November 11th at Cenotaph Park. This year’s ceremony starts with a Veterans’ March at 10:40 a.m. beginning at the Zehrs parking lot and making its way to the Cenotaph via Malden Road and Normandy Street. Please be aware of road closures at this time and arrive early.

Mayor Bondy announced that this is his last Council Meeting. He thanked the residents, Members of Council and Administration for supporting him over the past 12 years. Mayor Bondy extended well wishes to new and returning Councillors.

Doug Diet, President of LaSalle Rowing Club, appeared before Council to present the Starboard Scull Award to junior athletes, Samantha Green and Alivia Dufour, for their contribution and dedication to the club as junior ambassadors. 

Mr. Diet also presented the Port Scull Award to the Town of LaSalle for promoting and supporting the LaSalle Rowing Club in the Windsor-Essex community.

    That the report of the Director of Finance / Treasurer dated September 23, 2022 (FIN-24-2022) regarding the 2023 Budget and Departmental Business Plan be received for information and that Council approve the 2023 Budget and Departmental Business Plan timeline outlined within the report.

    1. That the report of the Chief Administrative Officer dated October 25, 2022 (AD-18-2022) regarding Council Remuneration 2021, 2022, 2023 and 2024 be approved;
    2. That the following adjustments be implemented:
      1. For Fiscal 2021, a Council salary adjustment of 2.36% (1.18% January 1 & 1.18% July 1) – consistent with the adjustments of the Non-Union group
      2. For Fiscal 2022, a Council salary adjustment of 2.36% (1.18% January 1 & 1.18% July 1) – consistent with the adjustments of the Non-Union group
      3. For Fiscal 2023, a market adjustment to the Mayor’s rate, increasing to $49,451.50 to meet the Council adopted policy of the 75th Percentile
      4. For Fiscal 2023, no market adjustments be made to the Deputy Mayor and Councillor rates
      5. For Fiscal 2023 and 2024, a Council salary adjustment of 2.36% annually (1.18% January 1 & 1.18% July 1) – consistent with the adjustments of the Non-Union group
      6. That the per diems be adjusted as follow:
        1. Special meetings be increased to $200/day (from $150/day),
        2. Meal allowance be changed to $15 for Breakfast, $25 for Lunch, and $40 for Dinner (from $65/day)
        3. An internal/connectivity allowance be introduced at $40/month
    3. That a subsequent Council Compensation Review be scheduled for the Fall of 2024 with an implementation of changes (if any) for January 1, 2025.

    That the report of the Manager of Engineering dated October 12, 2022 (PW-17-2022) regarding the Investing in Canada Infrastructure Program: Green Stream Grant Approval, be received.

    8750 - A By-law to amend By-law number 7852 being a By-law to establish User Fees or Charges for Services, Activities or the Use of Property

    8751 - A By-law to amend the Trinity Woods Subdivision Agreement

Councillor Akpata stated that this year's Remembrance Day will be unique in having The Scottish Kent Regiment present at the ceremony. The historical significance of this Regiment is that the parent regiment, The Essex Scottish, fought in the Dieppe Raid which left the Regiment almost completely decimated. Councillor Akpata stated that this loss affected three-quarters of Essex County. Councillor Akpata stated that at tomorrow night's LaSalle Vipers game there will also be a Remembrance Day Ceremony on ice. 

Deputy Mayor Meloche acknowledged Mayor Bondy's last meeting and thanked him for his 12 years of service. 

Chief Administrative Officer, Joe Milicia, thanked Mayor Bondy on behalf of Administration, Council and the Town. Mr. Milicia presented Mayor Bondy with a token of appreciation.

Councillor Riccio-Spagnuolo extended her thanks to Mayor Bondy for his leadership and advice. She also thanked and congratulated the Culture and Recreation Department for hosting a successful Halloween event.
