Mayor Bondy called the meeting to order at 6:01 p.m.

Mayor Bondy read the Land Acknowledgement Statement.

Mayor Bondy congratulated LaSalle Proud for their ribbon-cutting ceremony to celebrate the progressive rainbow crosswalk located at the entrance of Zehrs on Malden Road.

Mayor Bondy acknowledged the first anniversary of a tragedy that happened in London, Ontario. On June 6, 2021, a Muslim family was killed in what police are calling a hate-motivated attack. Mayor Bondy noted that the community will continue to support Muslim neighbours and that there is no place for hate crimes in our country. 

Mayor Bondy noted the amazing turnout at the LaSalle Strawberry Festival this past weekend with over 33,000 people visiting the event. Mayor Bondy acknowledged the Town of LaSalle Staff for ensuring the festival was a huge success. He further stated that every department was a part of the process and that Council is proud of the team and appreciates the work that goes into such an event. Mayor Bondy stated that it is great to get back to LaSalle traditions and that he is proud of this community event.

Jeff Casey founder of Play For A Cure, along with Harvey & Elaine Snaden, appeared before Council to express thanks to the Town of LaSalle Staff for their contribution, time, and effort towards the Play For A Cure Event which was held at the Vollmer Complex.

Mr. Casey presented Certificates of Appreciation for Owen Stichhaller, Jordyn Rafuse, Mark Masanovich, Kelly Robinet, Joe Bondy, Roy Casagrande, Darlene Percy, Ed Girard, Mike O’Bright, Chris Nelson, and Mackenzie Pillon, and handed out Certificates to those present in Council Chambers.

Lynnette Bain, Vice President, Destination Development, and Jason Toner, Director of Marketing & Communications, of Tourism Windsor Essex Pelee Island (TWEPI), appeared before Council and presented TWEPI's plans for 2022 and unveiled the new 2022/2023 Official Visitor Guide.

Michael Cappucci, Manager of Engineering, presented the report.

Peter Marra, Deputy Chief Executive Officer, made additional comments to the report.

Mr. Tan, Resident, appeared before Council and expressed concern over the shortage of dock wells in the area right now.

    That the report of the Manager of Engineering dated May 24, 2022 (PW-11-2022) regarding the LaSalle Small Coast Dock Removal be received;

    And that, Council approves the award of the marina dock removal work to Hotte Marine for the quoted price of $76,500 plus HST, and funds this amount through the Small Coast Waterfront Experience budget.

    That the Report of the Council Coordinator dated May 9, 2022 (CS-2022-07) regarding the establishment of a Municipal Election Compliance Audit Committee for the 2022 Municipal Election be received;

    And that the Municipal Election Compliance Audit Committee Terms of Reference included as Schedule 1 be approved;

    And that the Clerk be authorized to bring forward recommendations to Council to appoint members to the Committee.

    That the report of the Director of Planning and Development dated May 16, 2022 (PBP-17-2022) regarding the recently approved Provincial Bill 109 and subsequent amendments to the Planning Act be received;

    And that, Council approves the Site Plan Delegation By-law (within the By-law section of the agenda) in accordance with the provincially legislated requirements, which delegates Site Plan approval authority to staff and appoints the Director of Planning and Development, Gudrin Beggs and, in the alternative Deputy Chief Administrative Officer, as the assignees responsible to oversee and approve Site Plan Control applications.

    That correspondence dated May 16, 2022, from the County of Essex, regarding the Windsor-Essex County Health Unit requesting support for the Active School Travel Charter for Windsor-Essex County be received;

    And that Council endorses the Active School Travel Charter for Windsor-Essex County and provides a letter of support to Windsor-Essex County Health Unit on behalf of the Town of LaSalle.

    8703 - A By-law to amend By-law number 7852 being a By-law to establish User Fees or Charges for Services, Activities or the Use of Property

    8709 - A By-law to appoint an authorized designate to oversee and approve site plan control applications on behalf of the municipality

    8710 - A By-Law to authorize the execution of a Developer’s Severance Agreement with Carlo Casoni               

    8711- A By-Law to authorize the execution of a Developer’s Severance Agreement with Vito Chisesi, Caterina Chisesi and Ayat Hussein

    8712 - A By-law to amend By-Law 8178 which authorized the execution of a Tower Lease Agreement with Telus Communications Company and to repeal By-Law 8515 which amended By-Law 8178

Councillor Akpata thanked everyone that attended the Strawberry Festival, including the volunteers and all those that attended to help make the event so successful. He further commended the security team that made sure the event was safe and family-friendly for all. 

Councillor Riccio-Spagnuolo inquired about the new event centre and when the Town will start accepting bookings.  Patti Funaro, Director of Culture & Recreation, advised that the Town is aiming to start accepting bookings for 2023.  

Councillor Akpata inquired about a resident's property issue. Jonathan Osborne, Director of Public Works, replied that this is a civil matter between two private property owners.
