Mayor Bondy called the meeting to order at 6:00 p.m.

Mayor Bondy read the Land Acknowledgement Statement.

    That the July 26, 2022, Regular Council Meeting Agenda be adopted as presented.

    That the Minutes of the Regular Meeting of Council held July 12, 2022, be adopted as presented.

Mayor Bondy wished the viewing audience an enjoyable summer. He noted that the LaSalle Outdoor Pool on Front Road is hosting free recreational swimming daily from 2 p.m. to 4 p.m. all summer and the LaSalle Night Market is this coming Sunday from 4 p.m. to 8 p.m. featuring a live performance by Josh Johnson.

G. Beggs, Director of Planning & Development, presented the Report.

Amy Farkas, Associate, Dillon Consulting, appeared before Council and provided further information on the matter.

    That the report of the Director of Planning & Development, dated July 4th, 2022, (PD-24-22) regarding the Redline Amendment Request and Removal of the Holding Provision for the Silver Leaf Development Project be received;

    And that, Council concurs with the Applicant’s request to grant approval to a redline revision to the existing Draft Approved Plan of Subdivision for the Silver Leaf Development, in accordance with the redline plan prepared by Dillon Consulting, certified by J.D. Barnes Surveying;

    And that, Council grant the Applicant’s request to remove the holding zone symbol from the Silver Leaf Development Lands, and adopt the requisite implementing by-law;

    And that, Administration bring forward a corresponding by-law for the Development once:

    • the County of Essex grants approval of the Applicant’s redline plan revision (dated June 6, 2022) for the Silver Leaf Development; and
    • the required subdivision agreement is prepared and executed to the satisfaction of the Town’s Director of Planning and Development

J. Osborne, Director of Public Works, presented the report.

    That the report of the Director of Public Works, dated June 29th, 2022, (PW-15-2022) regarding the information on a potential Adopt-a-Street/Trail Program be received;

    And that, no program be implemented at this time;

    And that, a draft policy regarding road and trail clearing be prepared;

    And that, this item be referred to 2023 budget deliberations.

P. Marra, Deputy Chief Administrative Officer, presented the report.

Steve Reaume, LaSalle Community Fund Association, appeared before Council and provided a comment regarding access to the waterfront.

Sam Georgis, LaSalle Resident, appeared before Council and inquired about public input processes, the area between Adams Lane and the waterfront development, and traffic on Front Road.

    That the report of the Deputy Chief Administrative Officer dated July 7, 2022 (AD-11-2022) regarding the Waterfront Park Redevelopment Modified/Updated Concept and Direction be received.

    That Administration be authorized to prepare and release a request for proposal to engage the services of professionals to complete a Front Road District Waterfront Economic Development Strategy and Action Plan Study.

    Carried.

    Stan Bergeron, Windsor Resident, appeared before Council regarding his collection of paintings by W.F. Stidworthy.

Councillor Akpata inquired about the Malden Road EA update. P. Marra, Deputy Chief Administrative Officer, advised that a report regarding the Malden Road EA update will be on the next Council Meeting Agenda.

Councillor Akpata inquired about Essex Terminal Railway and what type of cargo is being transported through the Town. P. Marra, Deputy Chief Administrative Officer, responded that the Town will get in contact with Essex Terminal Railway for more information. E. Thiessen, Fire Chief, advised that LaSalle Fire receives a list of dangerous chemicals when they are coming through the municipality. 

Councillor Akpata inquired about the Volleyball Courts located on Front Road and asked if the lights could stay on past 10 p.m.  P. Marra, Deputy Chief Administrative Officer advised that there is a 10 p.m. park curfew as per the Parks Curfew By-law.

    That Administration prepare a report regarding the correction to the spelling of Matchette Road in the Town of LaSalle.
