Mayor Meloche called the meeting to order at 4:26 p.m.

Mayor Meloche read the Land Acknowledgment Statement.

Mayor Meloche read the introduction and the purpose of the Meeting.

M. Cappucci, Manager of Engineering provided an overview of the project and introduced the Engineer of Record, G. Rood, of Rood Engineering.

G. Rood appeared before Council to present an overview of the Engineer's Report for the St. Michael's Drain and the scope of the drainage works.

M. Cappucci, Manager of Engineering, provided a summary of the events that have occurred with respect to this project, explaining that the purpose of this project is to clean out the drain and stabilize the banks.  A Public Information Centre was held recently giving land owners an opportunity to ask questions about the project.  

G. Rood, Drainage Engineer, reviewed his report for Council, and explained the works incorporated in the project. 

Mr. Rood advised that his office has not received any inquiries.   

Mr. Rood advised that he was contacted by the Essex Region Conservation Authority regarding a discrepancy in the pipe sizes shown in the report. He confirmed that an addendum of the report was provided to ERCA and Town staff and recommended that the amendment page be sent out to residents along with the notice of Court of Revision for St. Michael's Drain.

No public questions were received.

    That the report of the Manager of Engineering, dated November 7, 2023 (PW-20-2023) regarding the St Michaels Drain Engineer’s Report be received;

    And the St Michaels Drain Engineer’s Report, dated July 26th, 2023, authored by Rood Engineering Inc. be adopted, as amended;

    And that, By-law 8837, being a by-law for the repair and improvements of the St Michaels Drain be provisionally adopted.
