Mayor Meloche called the meeting to order at 6:02 p.m.

The Mayor read the Land Acknowledgement Statement.

    That the Minutes of the Special Meeting of Council held on January 9, 2025, and Regular Meeting of Council held on January 14, 2025, be adopted as presented.

Mayor Meloche stated that the Second Fire Station officially opened on January 19th at 2190 Front Road and is in full operation.  A public open house is planned for this upcoming Spring.

Mayor Meloche extended congratulations to LaSalle Police on the success of their first annual LaSalle Polar Plunge.  Their goal of $10,000 was exceeded by seeing over 140 jumpers take part in the Polar Plunge which raised over $51,000 for Special Olympics.  

Mayor Meloche announced that this past Friday MPP Leardi was welcomed at the Vollmer Centre for a special announcement regarding the successful grant application for a Seniors Active Living Centre.  The funding approved by the Ministry for Seniors and Accessibility will assist with expanding activities for seniors in LaSalle which will provide more opportunities for them to stay connected and improve their overall well-being. She also stated that Seniors Active Living Programs offer seniors and older adults support with valuable learning opportunities such as financial management, elder abuse prevention and a variety of social activities including fitness and wellness classes.

Mayor Meloche highlighted that the Town of LaSalle is hiring students for the upcoming summer season.  Current job postings include positions in Public Works and Planning and Development departments with positions at the Vollmer Complex opening next week.  Job postings can be found on the Employment page on Town's website.

G. Beggs, Director of Planning and Development, provided a brief introduction to the Parkland Dedication By-law and introduced Mr. Daryl Abbs, Watson & Associates.

D. Abbs, Watson and Associates, provided an overview of the process, legislation and proposed Parkland Dedication Bylaw.

Ms. Beggs noted a correction to the draft by-law.  Paragraph 10(d) of the draft by-law needs to be corrected to reflect the 24 months, and not 18 months.

    That the report of the Director of Planning & Development dated January 7, 2025 (PD-24-2024) regarding the proposed Parkland Dedication By-law be received;

    And that, Council adopts the proposed Parkland Dedication By-law, with the correction to paragraph 10(d) to read 24 months instead of 18 months.

E. O’Donnell, Paralegal, presented the report.

    That the report of the Paralegal dated January 3, 2025, (AD-2025-01) regarding updates to the Encroachment Policy be received;

    And that, the current Encroachments Policy be repealed;

    And that, the new and updated Encroachment Policy be adopted.

    Whereas the Northern Health Travel Grant program (the “Program”) offers financial assistance to Northern Ontario residents who need to travel long-distances for specialized medical services or procedures at a ministry-funded health care facility;

    And Whereas, the grants for this Program are based on the distance residents must travel to reach the nearest medical specialist or ministry-funded healthcare facility;

    And Whereas, residents must travel at least 100 kilometers one-way to access the nearest medical specialist or ministry-funded healthcare facility for services that are not available locally to qualify for the grant;

    And Whereas, there are many occasions in which residents of Windsor-Essex County must travel at least 100 kilometers one way to access health care facilities or services that are not available locally;

    And Whereas, there are four primary children’s hospitals across the province, located in London, Hamilton, Toronto and Ottawa, and none of these facilities are within 100 kilometers of Windsor-Essex County;

    And Whereas, it has been reported that more than 5,000 times each year pediatric patients across Windsor-Essex County must drive to London Health Sciences Centre for treatment at its Children’s Hospital, which places a financial strain on families and care-givers; 

    Now Therefore, the Town of LaSalle calls upon the Provincial Government and Ministry of Health to establish a grant system similar to the Northern Health Travel Grant program in Windsor-Essex County to provide support to the residents of Windsor-Essex County when they need to travel long-distances for specialized medical services or procedures at ministry-funded health care facilities;

    And that, this motion be circulated to all municipalities for support, Premier Doug Ford, MPP Anthony Leardi, MPP Andrew Dowie, Minister of Health and Deputy Premier Ms. Sylvia Jones and all local municipalities.

    That items 1 through 3 on the Consent Agenda for January 28, 2025, be received.

Deputy Mayor Akpata stated that a resident approached him and inquired if Mayor Meloche had been invited to represent the Town in the newly formed partnership called The Border Mayors Alliance. The resident also stated that they were in full support of Mayor Meloche representing the Town.  

Councillor Carrick wanted to extend his appreciation on behalf of some residents who live near Fire Station #2. The residents stated they are happy and feel safe with the opening of the second fire hall. 

At the next regular meeting, Councillor Burns may move or cause to have moved, 

Whereas Councillor Burns exceeded his conference spending limit in 2024 and has not been reimbursed for the amounts incurred over the spending limit;

And Whereas, the 2025 conference spending limit is $7,500; 

Nowtherefore, Councillor Burns requests that Council authorizes a reimbursement to him for the amounts he overspent by applying those amounts to his 2025 conference spending limit.

    2025-005- A By-law to provide for the dedication of parkland or the payment in lieu thereof for all development or redevelopment in the Town

    2025-008- A By-law to authorize the execution of the Ontario Transfer Payment Agreement with His Majesty the King in right of Ontario and the Corporation of the Town of LaSalle under the Fire Protection Grant

    2025-009- A By-law to confirm the donation of Lots 351 to 353 and Lots 367 to 368, Registered Plan 734, from Csop Agnes Glew

    2025-010- A By-law to confirm the donation of Lots 354 to 356 and Lots 364 to 366, Registered Plan 734, from Susan Evans

    2025-011- A By-law to re-appoint a Hearing Officer pursuant to the Administrative Monetary Penalties System

    2025-012- By-law to Amend the Subdivision Agreement with 2601370 Ontario Inc.

    2025-013- A By-law of the Corporation of the Town of LaSalle to authorize the borrowing upon amortizing debentures in the principal amount of $ 9,000,000 towards the cost of Fire Station 2
