B. MacMillan, Drainage Superintendent presented the report.
D. Turgeon, 7710 Malden Road, inquired about the price increase and why drainage works were not tendered earlier. Mr. MacMillan advised that all costs are estimates and that due to rising costs for materials and labour, the estimate has increased. He further advised that drainage work cannot be scheduled between April and July due to the fish spawning window.
G. Drouillard, 8130 and 8190 Malden Road, advised that farmers will need the construction schedule for this project. Mr. MacMillan advised that there is a 40 working day window which excludes rain days and that preconstruction schedules are required once the tender is approved. He confirmed that all landowners in the watershed will be notified of construction timelines.
C. Smith, 8155 Malden Road, inquired about the timeline of this project and the payment fee schedule. Mr. MacMillan advised that construction will be completed by 2024 and residents affected will receive a final cost assessment in 2025.
D. Langlois, Director of Finance/Treasurer advised that billing occurs once the project is complete and that financing options are available.
I. Turgeon, 7710 Malden Road, inquired why the project is being completed. Mr. MacMillan advised that the Bessette Drain is in disrepair and that Rood Engineering Inc. prepared a report identifying work to be done with the drain.
G. Rood, Rood Engineering Inc., expressed his concerns about delaying the project which could result in flooding and potential liability to the Town.
